The ECSA is required by Act 45 (An Act relating to child care systems and financing), which was signed by Governor Scott on June 1, 2021. Building Bright Futures contracted with Foresight Law + Policy and Watershed Advisors to conduct the ECSA. The goal of the ECSA is to examine systems that govern and administer childcare and early childhood education and use this information to make recommendations for Vermont’s approaches to improve functionality of services and systems that will promote optimal outcomes for children and families.
In late 2021 and early 2022, the Foresight/Watershed team spoke with over 85 Vermont early childhood early childhood stakeholders. They shares themes captured through these interviews with over 130 early childhood stakeholder over a series of six public meetings [link to recording].
In April, the Foresight/Watershed team produced a second document ‘Vermont Governance Options‘ for consideration and presented to a joint committee hearing of the Legislature on April 13 [link to recording]. There will be continued stakeholder input throughout April and May with a final report completed in June.
