Call to Order and Welcome

Mary Burns called the meeting to order at 2:02pm and welcomed all in attendance.

Consent Agenda

The Board passed the minutes from March 23, 2015; Tim Volk made a motion to accept with a second by Betsy Rathbun-Gunn.

Acceptance of BBF annual organizational work plan- Board members were asked to review the plan and provide feedback. Managers began working on this plan in October and came up with 4 distinct program areas or “buckets” and a blueprint for our work in the coming year.

One comment was “This looks really good, can we be even more specific and go further; action, act, provide, train, go beyond publish in relation to data?”

All board members accepted the Organizational Work Plan vs. a vote to approve.

How are Vermont’s Young Children and Families report dissemination: Delivery on April 28th to all 12 Regional Coordinators, from there they will go out to Senators, Legislators, School Board members, Supervisory Unions, Mayors, Town Officials etc. If you would like hard copies please email Julie how many copies and we will send out.

FY15 BBF 6 month Budget Review

Thom Firlik, Finance Manager gave a financial report for the period ending December 31, 2014.

Building Bright Futures portion of meeting concluded at 2:45pm, leaving the remaining time for the Early Learning Challenge – Race to the Top Advisory group led by Julie Cadwallader-Staub.


  • BBF is beginning work on a second Early Childhood Budget with special focus on expenditures for 0-3 population
  • Smart Start Conference is May 4-7
  • May 18th begins BBF’s new Council Meeting schedule 12-4, Williston Office
