Third Grade Reading Proficiency by Student Characteristics (2023-Present)

Vermont recognizes the importance of measuring educational outcomes in addition to enrollment to understand the impact of programs, services, resources, and education, as well as opportunities for improvement. At the end of third grade, Vermont students are assessed on their proficiency in reading and math (see math proficiency here). Proficiency rates vary significantly based on race, economic status, and other factors. 

During the 2022-2023 school year, Vermont schools administered the Vermont Comprehensive Assessment Program (VTCAP) for the first time. The VTCAP replaced the Smart Balanced assessments, resulting in a new baseline by which future performance can be evaluated (see historical SBAC data here).

The chart below shows the percentage of children scoring proficient or above in the third grade assessments (VTCAP) by student characteristics. Additional data on proficiency rates by School District/Supervisory Union is available by downloading the full dataset.
