Third Grade Reading Proficiency (2016-2022)

Vermont recognizes the importance of measuring educational outcomes in addition to enrollment to understand the impact of programs, services, resources, and education, as well as opportunities for improvement. At the end of third grade, Vermont students are assessed on their proficiency in reading and math. Proficiency rates vary significantly based on race, economic status, and other factors. During the 2022-2023 school year, Vermont schools administered the Vermont Comprehensive Assessment Program (VTCAP) for the first time. The VTCAP replaced the Smart Balanced assessments, resulting in a new baseline by which future performance can be evaluated (see current VTCAP data here).

The chart below shows the percentage of children scoring proficient or above in the third grade Smarter Balanced Assessment Consortium (SBAC) Language Arts Assessment over time. Additional data on proficiency rates by student characteristics and by School District/Supervisory Union is available by downloading the full dataset.
